SmartHalo is connected to your phone by Bluetooth, a low-energy, low-range communication protocol.
When you're near your device (in Bluetooth range), the alarm will disarm automatically. There is no point of sending the user a notification, because the person moving the device is most likely the user himself/herself. When you're out of range, the device cannot send you a notification on your phone – it will trigger the alarm on the device.
